Speeches often contain jokes, so that is an OK thing to attempt. Your joke, though, is unsuccessful, because the sentence ("he is a boy named Biff, not because that Biff normal is a word that describe a person with little intelligence for their job") is very unclear. The second paragraph is much better, and easy to follow...
