Grace is
very sad. She will not come to school because of the accident a month ago. Those
guys that pushed her in the river shall apologise to her. It is unacceptable
and it shall not happen again. Do you understand?
When she
comes to school again you have to be nice. She has to feel welcome. Gracie is a
very nice person, and she wants only the best for you guys.
Not really a speech in the classical sense, is it? It is an appeal, or an argument of sorts, or a threat, even... As such, it is quite effective in showing us that the speaker cares passionately about the subject and about Gracie.

Instead of 'shall' one uses the word 'must' in English: "Those guys that pushed her in the river MUST apologise to her. It is unacceptable and it MUST not happen again."
